He doesn't - but how does that change anything? If he says Russia should join sanctions against Iran, it must mean that Putin told him it was ok to say so. And thereby the result is excactly the same.

@Deadmanbreathing , little man in moscow has been saying he'll put up sanctions for quite some time. Time to put up or shut up, and yes, it is Putin we are talking to/about/at in order to get a deail made so the little dicator in iran doesn't start wwiii, you fool.
