I think the federal government is happy with the Federal government. I mean just look at Harry reed and Nancy Pelosi. They cant hardly wipe the smiles off their faces!
An Indian leader stays a leader by virtue of his character. If he is respected, and therefore, projects, or creates authority through being respected, then there would be no reason to replace him. In fact, it would be impossible to replace him, because if the new leader were not respected, as a matter of natural law, he would have no natural authority. The authority would "naturally" be held by the person who was most respected.
Do the Indians say, A leader should have no authority unless the people respect him or her, as if to say authority can be externally granted? Or would it actually go more like, Without the respect of the people, there is no (natural) authority within the leader. That is: authority as a matter of natual law. This is very powerful, by the way. And this is why in many cases, the European leaders, among others, would seek the endorsement of the church. This way, they borrow it from the church.
I think authority manifests itself by virtue. This is an element of natural law. Rhetorically, How can I believe in you if I dont respect you? If I respect you, then I will naturally look up to you and follow your lead.
