I think the main difference between Dokuro and Punie is that Dokuro-chan doesn't know that she's gory and demented as hell, and usually doesn't do things intentionally. Punie knows she's the goddamn anti-christ and shits over people without hesitance, which makes her five times as fucked up.

It is a parody. The girl is basically a cross between a magical girl and the anti-christ, her transformation shout is "Magical Tokarev! Kill them all!".
