That announcer was Hank Simms, 'Bill'- he was also the announcer for the yearly "Academy Awards" ceremonies on ABC...and this was basically an expanded theatrical version of a first season episode originally shown in black & white, "The Double Affair".
The announcer for the trailer was used frequently by QM Productions for the main titles of "The FBI," "Cannon," "Barnaby Jones," "The Streets of San Francisco" and "Dan August." The announcer was also hired for "Police Squad," whose titles parodied the QM shows.
