I'd be funny to screw around with the neon sure, but why on earth would you tie a tow strap to a bumper and not the frame on any car is beyond me.

And that, my friends, is why you attach the cable to the frame of the car, not the fucking bumper. Bumper's are purposefully made to be weak, so they absorb the impact in a crash, they are NOT sturdy, or by any means a good place to put a winch.
