Shortly after crossing into Pennsylvania from New Jersey on Interstate 78, vehicles are required to pay a toll at a toll booth operated by the Delaware River Joint Toll Bridge Commission. For cars, the toll is $.75.
Just past the toll booth is a Pennsylvania Welcome Center where folks can stop in to grab some information on Pennsylvania attractions, ask directions, and/or maybe get a snack at one of the vending machines. The Pennsylvania Welcome Center can be accessed (cars only) by using the rightmost lane at the toll booth.

It's been there for quite some time, though I don't know exactly how long. You only pay when entering Pennsylvania, however.
