Yes, our weather's a bit nutty too. Haven't seen more than a few days of weather below 0C (32f). That's extraordinary for our winters. But it's still by no means warm enough for an outdoor shoot, hehe.
I live in Toronto & the best places to get stuff like that is an area called the Kensington Market. In fact, most of the stuff I've done on camera, military or not, I've gotten in that area.
As far as anywhere else, I don't know. Best thing is to look up your local army surplus store. And of course, again, on the net.
