This sounds like a problem with TF2 or your computer, not GCFScape. If you aren't sure you can run TF2, I recommend going to this website: systemrequirementslab(.)com/cyri/, and selecting TF2 from the drop-down list. It'll run a diagnostic test for you and tell you if your computer can run the game.

I don't think there are sounds in other languages. There might be sound mods out there that replace the English lines but I don't think there are any official in-game voice overs in other languages.

If they had to download them, they didn't use GCFScape. GCFScape just extracts sounds from the game to be used in other projects. If anything, it may require a special installation when you first download the game. I remember installing Dead Island in Russian for fun once, so it's possible you could do that with TF2.
