@alGonjad No, it was General Leopoldo Galtieri, dictator of Argentina during the Falklands war. On another song of the same video, "The gunner's dream", you can see "Chief Argie" written on his back. Galtieri is mentioned in the song "Keep your filthy hands off my desert".

@lunar9718 this song is about getting all of the political leaders (that are mentioned in the song) together and killing them all. Due to Roger's feelings about the war and his emotions from his fathers death which was caused by the war.
