This clip is a television commercial for Stanbic Bank, one of the major financial institutions in Ghana. It's a promotion for a contest, where if you spot the Stanbic Bank mascot, "Cooley Blue" around Accra, you were given an coupon to redeem an instant prize. The major prize was an account with a balance of 20,000 Ghana Cedis (at the time, around $18500us).
