Paul Tagliabue looked like he wanted to cry when he awarded the team to Houston because he wanted LA so bad.

Then NFL commissioner Paul Tagliablue really wanted L.A. to be the 32nd team. But Bob McNair's plan was better then L.A.'s 2 proposed bids, which did not include a well suitable financed stadium plan. Houston's proposed stadium design and financing of what is now Reliant Stadium was all planned out before McNair even applied for the team. The NFL saw that and pushed L.A. out. That sealed the deal.
