Usually for a comfortable bus with amenities like this, it's around 250-350NT ($8-$11USD). It takes about 2 hours.
Now Taiwan has built a High Speed Rail rail line. It is more expensive (around $25USD) but only takes about 45 minutes to get from Taipei to Taichung.
