Actually, those politicians who have already signed up viewed Simpol as a relief - not something that will usurp their powers but something that will enable them to put their political muscle into achieving international agreements - currently they won't go out on a limb to support binding national measures (on environmental regulations for example) because to do so makes their nation uncompetitive (it's cheaper to be unprincipled). So they welcome a mechanism that removes this problem.

This sounds like an interesting idea John Bunzl. However, it seems to me that it might be viewed by politicians as a way of...cutting corners, and of subverting them. I don't think they will like that and even where votes are an issue on large enough scales i think politicians will be annoyed enough by the the premise of simpol that they will agree not to pledge. Maybe i'm wrong. Also, me thinks that when the water is really up to their necks they will sort this out themselves.
