No, I'm pretty sure that was regeneration; the gas was just amino acid soup, incapable of bringing a dead person back to life. Not a full regeneration, granted, but still.

And can I make a small correction? Martha suggested Jenny died because she wasn't enough like him, in that she was incapable of regenerating. The Doctor corrected her, saying that it was because she was too much like him, in that she was willing to sacrifice herself to save another.

but he didn't only have a timelord knowledge but a timelord's BRAIN unlike Donna.He isn't able to regenerate like the Doctor says but he will age like a human and eventually die.
