No one is doubting that the secretary was fluent in French, but that does not mean that he translated the exact meaning of whomever wrote the original text. It was a professional recognized by the U.S. Gov as Fluent in French and English, that it is supported by John Jay in his letter to George Washington, and supported yet again by all members of the constitutional congress as they inserted the requirement as Art 2, Sec 1 Clause 5. Why don't you show me a written passage where one of the Founders actually states that they used de Vattel's definition of NBC? Without such proof, all you are making are assumptions. And the Clause 10 bit has been shot down repeatedly over the years. They weren't referring to de Vattel's book. You are such a moron.
