LHospitalet de Llobregat lies within a Mediterranean mosaic landscape, consisting of: coastline, port, airport, marsh/wetlands, industrial, pine forests, urbanization, river, and agriculture. Current infrastructure and development exacerbates the mosaic, confusing the reading of the region. Natural resources are being neglected. Water management and quality is a growing concern. Waste-water is being treated and once purified is released into the Mediterranean Sea. Waste-water is not polluting the global body of water, but we are proposing to give it additional use before it gets released into the Sea. The method for reclamation and recharge is to redirect treated waste-water for the purposes of irrigation of the park, sustaining river ecological flow, improving water quality and landscape by the creation of extensive Regional Lake and Hydrological System. The project proposes to recharge the existing mosaic, with particular emphasis on the Llobregat river corridor. It suggests reorganization of the locally found actors, reuse of the purified sewage, introduction of the Parc LBosque with nurseries, transformation of the existing small industry zone into Residential/ Commercial/ Cultural one. Parc LBosque is located at the crossroad of the ecological and infrastructural paths. It promotes social exchange without social/economical classing with emphasis on bringing environmental issues closer to everyday life and opening all of its programs to the public. This spatial intervention speaks the same language at urbanistic and architectural scale. Parc LBosque consists of 4 interlaced elements which programmatically and formally compliment each other: River bed and flow transformation, Forestation, Detention/Retention pond construction and Nursery introduction, Metamorphosis of Infrastructure into Architecture is supporting park related programs. Form evolves from both dynamic characteristics of programs and grounds that gave birth to the conceptual diagram. The quality of life in the redeveloped small industry zone is heightened by the proximity of the park. Nurseries within the park are irrigated by the purified fluid from the plant as well as by storm water collected in the redeveloped zone. Through that flux a connection between these two entities is established even on the symbiotic level. The value of the real-estate is predicted to grow. A new neighborhood is designed for ecologically aware and technologically conscious inhabitants. While zoning is changed, the strict regulations for the redevelopment in compliance with contemporary laws of sustainable construction are to be respected.The park, developed on the threshold of the existing Parc Agrari del Baix Llobregat, becomes its integral part by proposing new amenities. It is by its location connected and respects Parc Fluvial Colonies del Llobregat. We are hoping that this project would initiate other targeted locations along the Lobregat River to be re-charged.
