china made the mistake from the beginning. It should have implemented the "one boy" policy instead of "one child". That way, there wouldn't be so much gender imbalance given their cultural preference for boys over girls. This would also reduce the number of orphan girls who are being adopted by foreign couples. And they wouldn't have to tweak the policy now because the "aging population" issue would not be so significant.
