actually NS2 failed due to the fact it limited your experience if you couldn't afford to donate to the game. Plus I think the creators had a falling out too.

Nationstates is like a 2 part game now, thanks to NSTracker, which takes the guesswork out of your economy and military.

No, its because adding war, trade etc would mean that it would no longer be a free game, one of its appeals to its users. They already tried doing that in NS2, but the game was a huge pile of fail.
