This is probably THE hardest stage for Mini Mario in the game. Maybe it's my own playing style, but I had more trouble with this than anywhere else in the game, even the stuff further along I've already played through. This includes a certain infamous stage with Venus Fire Traps and Coins encased in ice...
Surprisingly, the first part, with the stream of Bullet Bills going left and right, and the hard-to-dodge dense river of Banzai Bills later on, is by far the easiest part. (Oh yes, I can't forget to mention that Banzai Bills make their first appearance in this game on this stage. They're huge Bullet Bills.) What keeps getting me and having to start over are the Bob-omb cannons on the second half and the battle with Ludwig.
You see, the Bob-omb cannons fire Bob-ombs at the slowly ascending platform. I can gauge their trajectories okay, but only from ground that isn't moving. When I have to have Mario dodge all of the Bob-ombs on the platform and from the cannons, it gets incredibly difficult. So instead, I decided to figure out the path of least resistance, one with the fewest Bob-ombs to get in Mario's way.
Now, by process of elimination, you can figure the Koopaling to be here would be Ludwig von Koopa. He's Bowser's oldest child and seemingly his second-favorite, below Bowser Jr. (Presumably, this is because Junior looks like Bowser more than Ludwig does and is more loyal, rather than Ludwig's highly independent nature.) He's a composer and an engineer, building machines for Bowser and his siblings. The voice acting in this game implies him to be a kind of intellectual snob, believing he's better than anyone else because he's so smart. Well, he does seem to be a rather quick learner, as in every game he's been in, he gets a new power. So far, he knows how to breathe fire, earthquake-stomp, and even shoot what appears to be Force Lightning. In this game, he brings in two new abilities: the Flutter Jump and the homing spell.
The Flutter Jump and the homing spell are the only abilities he'll be using this time around (plus the usual shell bounce all of the other Koopalings can do), but I would consider this the hardest boss in the game, regardless of which form Mario is in. The reason for this is because he spends so little time on the ground and the homing spells have sharp aim. He only comes back down to the ground to cast another spell, and not only does he cast it quickly (quicker than even Iggy), he waves the wand over his head while doing so. Mario gets hurt if he touches the wand whle its glowing, so if Mini Mario lands on Ludwig even slightly wrong, it's curtains for him. So I had Mario do a lot of fancy wall-jumping to throw off the homing spells. It's still a very hard battle.
Ludwig von Koopa is named after Ludwig von Beethoven. I didn't need to tell you that.

For some stages. This one, yes. For about 60% of them, I do it in one go.

Oh dear. I've been sporadically looking at a few of these videos, and this is the first one that actually LOOKS as challenging as everyone's making out the game to be.

We're only about 70% through the game, so odds are you'll find another one.
That being said, watching someone play the game isn't a good yardstick for how hard it'll be for YOU.
