Karen Ball describes Operation Fresh Start, a work-based program which was started to help young repeat offenders set a new course for their lives. Today about 80% of its graduates go on to employment or postsecondary studies. About 84% commit no more crimes after paticipating in the program.

Video also features Brian McMahon of Operation Fresh Start, Madison, and David Muñoz of Wausau West High School.

The two sat down for this interview at the Wisconsin Graduation Summit, March 2, 2010, where they gave a sectional presentation.
