At a candidates' forum in Senate District 11 on Sept. 22, 2008, New York State Senator Frank Padavan denies the contents of S.73, legislation he sponsored to prohibit undocumented immigrants from receiving public health care services and requiring that they be reported to immigration officials upon attempting to receive public health care.
From Sen. Padavan's Sponor's Memo:
"SUMMARY OF PROVISIONS:
This legislation would exclude illegal aliens from receiving public health care, other than emergency medical care. More specifically, it would require state agencies to verify the citizenship status of persons seeking such public health care and to report to the attorney general and the BICE such persons who are reasonably suspected of being illegal
aliens.
"JUSTIFICATION:
Illegal aliens should not be using public health care. This legislation establishes standards and procedures for screening out illegal aliens from the public health care system."
