where there is any active challenging of the supporting undergrounds? there is no possibility to find a propper head controlling or manipulation activity with the upper limbs/hands if there is such a lousy basis. so dear therapist: first create better own postural control to increase your!!! neuromuskular antigravitation activity and then let the boy feel this....

In my opinion the therapist does not realy facilitate enough. there should be more facilitation by delivering more intereresting and motivation causing offers: more action. in the case the therapist particularely wants the low action in horizontal level (maybe for enabling better vertical orientation activity) she should support better alignment by using her hands. (hands there and hands off in a proper relation) and then emediately go into the horizontal (locomotion ore manipulation).
I'm not sure why you had the need to write such a negative comment on this 1 minute video of my son having a really good time with his therapists. This is not for you to judge, just enjoy a rare occasion for us.
