So many cities seem to be suffering from this same problem.
To make a city viable it needs PUBLIC SPACE.
I like how Bogata and some other South American countries have "Ciclovia" where they close city streets for miles and miles. Its only one day but the city comes alive for it.
Also, I've ridden into Central Park on weekdays before without realizing it was a car allowed day, and it can be a bit disconcerting seeing cars driving where they aren't allowed on the weekends.
Start with the park.

How bout a car free NYC? I'm convinced that 99% of people could not comprehend this. Cars suck. We've destroyed much of our cities for them.
