SugarSync has a 5GB free account - you don't need to pay for anything unless you need more space. So, it's better than Dropbox in that regard - 5GB > 2GB.

You are incorrect, Dropbox will use your local network to transfer files if it detects its on the same WiFi network. Take a look at the Dropbox icon while its syncing. It will say (LAN) if its syncing over your local network.
