You should probably clean the basket with hot water and vinegar. That'll losen up the suds to help it spin properly. You tried that before?

Yeah, the Belt drive Kenmores were famous for that. You have to go back to wash and use some fabric softener to break up the suds or use a low sudsing detergent to start with.
