Intentional? Yes, for excessive contact. Flagrant? No. Remember, flagrant under high school rules means you're throwing someone out. I don't feel the defender was trying to injure the offensive player but she definitely used more force than necessary to stop her.

It was a hard foul. No doubt about it. Flagrant.... She did make a play for the ball. People forget basketball is quite a physical sport. I've played in games that were VERY physical. Can't blame everything on the referee.
