Did you know the Time Lords actually can't regenerate if hit directly by a Dalek beam? I read about it on a Doctor Who site. It listed a couple things that Time Lords can't regenerate if it happens, like if they are exposed to the vacuum of space, or like in Turn Left when he drowned. The Only reason he could in Stolen Earth is cause if you look closely, the beam only grazed him. It didn't hit directly, that's why he didn't light up and look like a skeleton.
