The European Interior Ministers came up with the idea of exchanging police officers, so that crime victims abroad can get help in their own language. For Gonzalo Recio, serving in Paris is a nice change of pace. But one thing frustrates him: only his French colleagues are allowed to write tickets or make arrests.
