Look, if you want Cloud and Lightning to be a couple, you need to get scenes together. But that will never happen because they never are.

Actually SquareEnix do list Cloud and Tifa as couple with all the other Final Fantasy couples in their official Ultimanias. And Tifa was not mean to Cloud in FFVII: AC/C, Cloud was in a self-depricating funk and needed a lecture to help get himself out of it.
Anyways, Lightning and Cloud...they're almost too perfect for a fan fiction couple.

Cloud can't be w/ Lightning, he's marying Serah!
I think that no matter what happens in the story later on, Lightning will be happy in the end....
