@Emillll I consider Iori, Kyo, O'Yashiro are pretty much on the same level.
Daimon, Chizuru and Chris are the true GOD tier IMO.

well technically Iori and Daimon are both S tier, the highest in kof98. Kyo is a tier below, as are Chris, O Yashiro. Ralf isn't even high.
