Judge Mark Fuller made his ruling rather quickly. He said because Siegelman was personally responsible for the debt, "The Alabama Education Foundation" could have benefited the former governor personally. But Fuller told jurors they would have to make up their own minds about whether the lottery foundation personally benefited Siegelman.
