From Carlton Cuse, and Damon Lindelof - This will have nothing to do with the show. This video was canceled from the storyline of the TV show. This video will never be shown on the TV show Lost. THIS VIDEO IS NOT "CANON" The only canon source of information is Lost the television series itself. So this video means nothing to the show.
On July 26, 2008 at Comic Con, a video shot by DHARMA recruit, Dan Bronsen, was shown during the Lost panel which had a video of Chang talking to Comic Con audiences in the present from 30 years in the past, stating that he knew our current president, among other facts, and that this information came from a reliable source. He knew that the entire DHARMA Initiative—including himself—would be killed in a "purge" (which he said they were "powerless to stop"), and claimed it was imperative that the DHARMA Initiative be reconstituted to finish the important work he and his colleagues had been engaged in. The unidentified man (sounded like Daniel Faraday) filming him argued with Chang, saying "This is useless!" and eventually turned the camera off.
In both the Swan and Flame films, Chang appeared to have a prosthetic left arm, however, in the Pearl video he did not. In the Barracks video, he did not move his left arm, suggesting it too might have been a prosthetic. In the Orchid Orientation Film, he was using both his arms.
In this video you can see Pierre Chang hold he's left arm like he knew what was to come.

Yeah duh, because they changed the script. This video was going to be a part of a online game between season 4 and 5 but they didn't have the money to keep it going. If you would have read the side bar you would have known that. THIS VIDEO IS NOT "CANON"
Or, the creators of the show might being going the rout of "this is from a different time line."? We already know that the time line has been changed. When the others lived in Dharma-ville it was clean and there was no Dharma signs up. In season 5 Dharma-ville looked like it went through a hurricane with Dharma signs everywhere. Like the others never lived there. Plus we know now that it was Hurleys voice saying the numbers on the islands transmission from episode "This Place Is Death".
No, Dr. Chang made this video with Daniel Faraday after Faraday told Dr. Chang about being from the future. Dr. Chang is already a part of the DHARMA Initiative at the time of filming this video. This video was sent to the future at 0:57 he states he is sending this massage to the future. This was written out of the show. Plus at the end of season 5 Dr. Chang lost he's left arm. At the start of this video he has both arms. Did he grow it back?
