Russia says it is committed to nuclear disarmament, but its security chief also stresses that the country needs some military re-adjustment.
In regional conflicts, he suggests, pre-emptive strikes could be an option.
An updated strategy is expected to be submitted to the President before the end of the year.

They never signed the non-proliferation agreement and they have never been monitored. All their technology was stolen and developed under wraps. They build all sorts of radioactive weaponry like cluster bombs, depleted uranium mines, toxic white phosphorus, etc.

Only the President of the United States can authorize the use of nuclear weapons. Do you really think ANY President will ever authorize a nuclear pre-emptive strike?

I don't think so, not unless said strike was accompanied by absolute proof that an agressor had the capacity to launch a nuclear strike against the U.S.

So far, no country in the world aside from NATO members, and Russia have the capacity to strike the U.S.
