Some people think this is real but I've discovered that this is comedy duo John Clarke (playing the senator) and Bryan Dawe (playing the interviewer).

And it's still bloody funny...

I Don't Know, but best guess is 1990 or around then. I've seen variations on this footage where people have claimed it was in response to an Oil Spill in 1990, but this was sent to me under the head of '2007 Oil Spill'.

So I don't really know.
