I have contacted the governor of Kentucky and The Common Wealth of Kentucky and when I did, they went to my mother's job and talked to her co workers and they told her I was making claims about my father (knowing I was talking about blue beam project and dream insertions). Reading is possible and they put this technology in the hands of petty crimminals who work as perpetrators. My targeting began over a sexual harassment lawsuit againt a hotel.

There may be private groups doing this, but it takes a lot more skill, organization, and resources than most groups have the time or money to do. They put GPSs on your car, they coordinate 24/7 surveillance, they microchip your body by telling doctors/nurses/dentists that it's about state security; they get local buy-in by cops and firemen because they are giving them gobs of money.
