Well, a direct answer might be that Picasso, because of his longevity and the complete range of his work, is usually seen as the most influential artist of that century.
I might just add though that much of Tarkovsky's imagery involves the intense symbolism of a moment...so that the mother washing her hair in "Mirror" is entirely comparable to Picasso's "Girl before a mirror" 1936 or "The Dream" 1932...

Comparing Tarkovsky with Picasso it is like comparing apple with cabbage.By the way, Picasso made a lot of bullshits at the end of his career.
