Installing Ruby on Rails on an Ubuntu server isn't difficult, but does involve a lot of parts and there isn't a GUI to help you. This video walks through a complete install and test of Rails.

i have a question. does linux server have a GUI like windows server??

it does not, but you can always install one onto it yourself using sudo apt-get install gnome

but if you're looking for a web-based GUI for say a LAMP server, you can try webmin
