AVR microcontrollers like the AtTiny13 or the ATMega8 are my favorites. Also i use the ATMega64 if i need more pins. Shift registers can be used to extend 3 pins to 8 or more with some tricks.
The good thing about AVR's is that they cost very little and a programmer cable is very easily made. Also development tools are absolutely free.

replicas are super easy to make with an AVR controller and some shift registers...

I actually went and did a little research on the the AVR controller stuff once you mentioned it. Wow, that technology has been around for ages. Thanks for commenting about it.

These ready-to-go lights kits sold for $150 back when SSP made them. They discontinued them in 2008.
