I disagree on the better armour and less people part of your comment, in the book it is stated that the spartans III's armour is not better than the spartan II's armour, due to the fact that it is a lot cheaper, as the spartan III's were "disposable soldiers". And there were hundreds of spartan III's as stated in Ghosts of Onyx.
