@tanoAE86 false. "in most areas" it is illegal to pass a left-turning vehicle on the right on a single lane road, as this is. That does not in any way excuse the absurd and ILLEGAL lane change of the car's driver.

@AlexPGunn in most areas passing that side is legal if the driver in front is indicating to turn off. you'r state may be just an exception.
