Thats actually his job.
Though he did answer to the best of his ability.
It was just not an answer you liked.
He said to Hellens question that Obama would answer it in his speech when he recieves the award.
Theres no other answer to give as Gibbs can only repeat what the president says or tell people the president will speak for himself soon.
