Since this is asked a lot, here is an explanation:
Capless Mario is an easter egg, Mario has no cap while he has 99 lives. However, if you obtain 99 lives while in a level, the cap will remain until the end of the level.

But he does not have the appeal/charm of the Koopalings. He's an afterthought.

Gotta agree with you. Even though he's Bowser's namesake, being his successor and all, doesn't seem to have the same style as the other Koopalings for some reason. At least they have their own wands and don't always depend on mechs but that's just me.
