I think the problem is that Bush doesn't give a goodgooglyfuck what happens to the USA. Can anyone hate Bush more than I do? I'm sure the answer is "yes." I wish his parents had put him to to special ed and spared the rest of the country from his idiocy.

And you can bet it will be an attempt to frighten every citizen of the United States.
And he and Cheney may use this event in an attempt to remain President and Vice-President, BEYOND January 2009!!!
Remember years ago, in movies and in real life, you used to hear Presidents and actors playing defence chiefs say "We get a hundred national security threats every day, we just don't tell the public about them."
Lovely to see that nowadays - specifically whenever the Bush administration wants something - they feel the need to tell us about every single one.
Notice how when Bush says "Unless of course people say 'Well there's no threat. They're just making the the threat. These people aren't problematic'" he never follows it up with a correction, stating that there is a threat and that his administration aren't making things up. If things were as critical as he makes out, surely he would want to emphasize this. Maybe Bush, in his own circular, duplicious way just bumbled his way into telling the truth for once.
