This is brilliant! So funny and how true! Dalek voice uses an effect known as ring modulation and it sounds like the cyberman uses a vocoder with pitch shifting at a reasonably educated guess....Oh...you can probably download these FX off the net, try music tech suppliers or sound FX freeware
