Wisconsin Weather Modification Program

The response to an open records inquiry from the Wisconsin DATCP (Department of Trade and Consumer Protection) for "All licenses, permits, records, reports and notices of exempt operations pursuant to
State statute § 93.35 and ATCP 54.06 regarding weather modification."

The response from Brian D. Kuhn was "We have no records of anyone ever having applied for a license or permit related to weather modification, nor have we any notices of exempt operations pursuant to statute §93.35 and ATCP 54.06."




With the advent of the documentary "What in the World are They Spraying" a reasonable person would expect that an agency charged with consumer protection would be enforcing these statutes.

This non-response is clear indication that those spraying the chemtrails are ultra vires (without authority), we will need to begin documenting flyovers as well as doing water, air, and soil sampling to determine the material being delivered for the purpose of affirming the reality of the situation.


The Wisconsin DATCP (Department of Trade and Consumer Protection) denies that records exist concerning this activity, and yet the contrails/chemtrails are clearly visible for miles. State and Federal agencies are exempt from record keeping however are included in the permit requirement.

If this is a MOA (Military Operations Area) they would have to file for a permit.

This non-response is clear indication that those spraying the chemtrails are ultra vires (without authority)....

With the Wisconsin Department of Agriculture Trade and Consumer Protection unwilling to act despite statutory authority, it becomes clear that we the people need to verify and document the existence of the chemtrails and the sprayed material through photographs and sample tests.

Recent contact with DATCP has revealed their retreat
from their responsibility under the statute regarding
weather modification as indicated in the recent
responses to concerned citizens regarding chemtrails.
People contacting DATCP are being referred to
Wikipedia and the fact that chemtrails are a
conspiracy, these folks are being told that DATCP
only regulates crop dusters.

How ironic that a government administrative agency
charged specifically with regulating weather modification
is shirking it's responsibility to the public and
yet singles out farmers and backyard livestock
producers for prosecution for selling raw milk and
not registering a premises.

Now there are those who indicate that military
experimentation is allowed, however all federal
law must be reciprocal with existing state statutes or
have been approved by the state under the Doctrine of Reciprocity.

What in effect is occurring is that DATCP isn't about to fight the corporate giants of this world to protect consumers,
but will squash small farmers like a June bug.

On October 2, 2001 Congressman Dennis Kucinich, Ohio introduced H. R. 2977 during the 1st Session of the 107th Congress of the United States. HR 2977 lists chemtrails as "exotic weapons"

oo you got the sun with the ring around it on there... you can always tell they are spraying when that happens... it even appears when the moon is out and there is a slight rainbow effect around it at night. I hate chemtrails.
