i heard on the radio this morning that they are not gonna sell it for specific networks in canada or the us but you can buy it online from google

Unfortunately No, they did not purchase/bid on any spectrums in Quebec. However if bought from say Ottawa and use it there... but it would be pointless.

WIND doesn't have any spectrum in Quebec, except for Gatineau.
