On Wednesday the Tibetan spiritual leader was in Warsaw where he met with university students and visited a museum. He spoke of the sensitive issue regarding his future successor. [The Dalai Lama, Tibetan Spritiual Leader]: "I'm not a dictator. I'm not a communist dictator. If I'm a dictator, then it is a very serious matter to pick my successor. But since I already mentioned that, the political system, we already achieved elected political leadership. So every five years, the people will elect. I have no concern about that." The Dalai Lama's succession is a sensitive issue as he ages and his health declines. Many Tibetans fear that a new leadership may not be strong enough to prevent the Chinese regime from overruling the country. Chinese authorities have said the Dalai Lama must follow an endorsement from Beijing — that the Dalai Lama's incarnation must be chosen by drawing lots from a golden urn given to Tibetans by the ethnic Manchu emperors of the Qing dynasty. But the Dalai Lama has suggested that his incarnation might be found outside of China, or even that Tibetans themselves could order a vote on whether to continue an institution that once gave one monk both spiritual and temporal sway over Tibet. The Dalai Lama has lived in exile in India since fleeing a failed uprising against Chinese rule in 1959.
