@LisaJMoore Lisa this is something every cat do when spotting a prey. Proposed explanations for this behavior include that it is a threatening sound, an expression of excitement or frustration, or an attempt to replicate a bird-call. Recent animal behaviorists have theorized that it is a "rehearsal behaviour" in which the cat anticipates or practices the killing of prey, because the sound usually accompanies a biting movement similar to the one they use to kill their prey.

@boombop3 every cat I have ever had (about 10) have done this and they have all been domestic unpedigreed rescue cats

That behavior is predatory and the cat is trying to mimic bird chirping to confuse the bird it is watching. It is common for most cats. Cats will also swish their tails violently and rigidly as their body becomes tense.
When me and my brother were little our mother picked us up from school and suprised us with 2 pet cats they were the funniest things mine was really fast and you could never pet it or hold it and my brothers was a fat and lazy one that got beat up by my fast one it was so funny...

I have never heard a cat really sound like this...is this a Scottish Fold thing?
My cat is a first class birder.....her kittens could jump SOOOO high as well....the birds didn't stand much of a chance.

I heard another Scottish Fold cat call out like this, so maybe the particular sound is uniquely Scottish Foldish. ^_^ Ah ha, cats love catching those birds!
