As with the Snuff Shot B achievement, you seem to have to run right back here when you start seeing the cutscenes featuring Jessie. If you do much of anything else, Jessie will vanish from the security room entirely and you'll miss your window.

Hey Stolisomancer, Ivbe got a question. im going for the punisher achievemnt and im at 8 phycos killed and i just killed the butcher so that makes 9. ive missed paul and joe. do i still have a chance of fighting Kent? if not will killing Brock in overtime mode work?

Brock doesn't count as a psycho, I believe. Further, whether or not Kent shows up is determined by whether or not you've completed his photo challenges on Days One and Two.
