I have an uncle whos ex has a dog just like this! His name is Berny and he looks about the same in the face. I love how chubby old dogs get!

i had my dog till he was about 18, he had to be put to sleep otherwise he would have suffered, he was going blind, was full of cancers and could hardly walk, i still miss him, he looks like you dog a little.

Definitely arthritic to some extent. Heart-breaking to see, really, but such is all our fates as we grow older. Doesn't mean life is any less meaningful.
